Allan S Cabanlong is an ASEAN Engineer, a Professional Electronics Engineer, and a graduate of Master of Science in Global Information and Telecommunications Studies (Chief Information Officer/IT Disciplinary Research Course) at the Waseda University in Tokyo, Japan. He is also an
Alumnus of the George C Marshall – European Center for Security Studies in Germany and the United States Telecommunications Training Institute (USTTI) for Cybersecurity Studies. He is currently pursuing Doctor of Public Administration at the University of the Philippines – National College of Public Administration and Governance focusing on Digital Governance. From November 2016 to July 2019 of the DICT, Allan served DICT as Assistant Secretary. During his stint as Assistant Secretary for Cybersecurity and Enabling Technologies, he authored the National Cybersecurity Plan(NCSP) 2022 of the Philippines and was concurrently designated as the Executive Director V, of the Cybercrime Investigation and Coordination Center (CICC) upon its
conception.
